Article XIII, Section 1: Homeowner Voting Amendment Rights

Requires a meeting called per Bylaws, affirmative vote of a majority of each class of members, formal Board certification, and Cole County recording to adopt valid covenant amendments.

Article XIII, Section 2: Reserved Developer Amendment Rights

Grants reserved developer authority for lender financing compliance, municipal requirements, and correcting drafting errors—but does not permit adding brand-new property burdens on existing homeowners without a vote.
